The following boards and commissions were created by the Hot Springs Board of Directors. Members are appointed or confirmed by the board of directors pursuant to the board's appointive powers under state law.

Advertising and Promotion Commission - Regular Meeting Time & Location: Every fourth Monday, at 3:00 p.m., in Room 205 of the Civic and Convention Center. Description: This seven member commission administers the collection and expenditure of the City's 3% tax on prepared food and lodging for the purpose of promoting Hot Springs. The Commission also operates the Civic Center, Mid-America Museum and the Hot Springs Mountain Tower. The administrative offices of the Commission's Executive Director and staff are located in the Hot Springs Convention Auditorium. H.S.C. 5-2 contains a complete description of the Commission's duties and responsibilities as well as qualifications for membership.

Airport Advisory Committee - Regular Meeting Time & Location: 4 p.m, third Thursday of each month, airport terminal building, Hot Springs Municipal Airport, 525 Airport Road. Description: This committee was created for the purpose of investigating activities at the Municipal Airport until such time as a permanent commission is established. The Committee consists of five members and assists the Airport Manager and City Manager in the development and review of airport operating policies and procedures.

Animal Control Advisory Committee - Regular Meeting Time & Location: As needed, conference room, Animal Services Center, 319 Davidson Drive. Description: This seven member committee assists the Animal Services Department in evaluating policies and procedures including public education efforts concerning responsible pet ownership. H.S.C. 10-2-1 authorizes this advisory commission and describes its membership, duties and responsibilities.

Arts Advisory Committee - The Arts Advisory Committee is made up of nine members whose responsibilities are to review and recommend placement of permanent art at publicly-owned facilities in the city; to assist in the organization and promotion of temporary art exhibits at publicly-owned facilities and to assist in the securing of private grant funding and art donations for permanent art displays at public buildings in the city. Meetings are held in the Board Chambers on an as-needed basis.

Board of Directors - Regular Meeting Time & Location: Every first and third Tuesday at 7:00 p.m., Board Chambers, Municipal Building. Description: The elected Board of Directors is the supreme legislative and executive governing body. The Board of Directors sets the policies for overall City operation and adopts ordinances and resolutions promoting and protecting the health, safety and welfare of Hot Springs citizens. Members are elected in November general elections, with three members elected in presidential election years and four members elected in "off" election years. Six of the seven members are elected from districts and one, the Mayor's position, is elected at large.

Board of Zoning Adjustment - Regular Meeting Time & Location: Fourth Monday of every month unless otherwise posted at 4:00 p.m., in the Board Chambers. Description: This five member Board hears appeals and variance requests concerning the administration and application of the Zoning Code. The duties and responsibilities are enumerated here.

Board of Adjustments and Appeals - Regular Meeting Time & Location: As needed, in the Board Chambers. Description: This five member Board hears appeals from the decision of the administrative officers in respect to the enforcement and application of various development codes. Central Business Improvement District No. Two Commission - Regular Meeting Time & Location: as needed at announced locations. Description: The five member CBID Commission is established in accordance with state law governing such districts and oversees the development and maintenance of the District's plan of improvements. Members serve an unspecified term.

Civil Service Commission - Regular Meeting Time & Location: Every third Wednesday at 4:00 p.m., Police Station. Description: The Commission performs various personnel related functions related to the City's uniformed departments (fire and police) including administration of hiring and promotional testing. The Commission consists of five members and is established by H.S.C. 10-3 pursuant to state law.

Historic District Commission - The Historic District Commission is a five member commission, and they meet on the 3rd Thursday of each month at 8:30 a.m. in the City of Hot Springs Board Chambers. Description: The Commission administers the rules and regulations governing the downtown historic district pursuant to state law. The commission's duties and responsibilities are enumerated here.

Hot Springs/Garland County Beautification Commission - Regular Meeting Time & Location: Every second Thursday at 11:00 a.m., 118 Second Street, Suite O. Description: This Commission was jointly created by the City and County governing bodies to assist in various Green Initiative and beautification efforts. The Commission has its own staff and offices and is funded by the general funds of the city and county. Eleven of the 25 members are appointed by the Board of Directors. Their duties and responsibilities and membership information are found in H.S.C. 2-8-3.

Housing Authority - Regular Meeting Time & Location: Every third Wednesday at 10:30 a.m. in West Conference Room, Mountainview Towers, 100 Highrise Circle. Description: The Authority administers the public housing programs funded by the U. S. Department of Housing and Urban Development (HUD). The five commissioners are self-appointing and are confirmed by the Board of Directors. The authority is governed by state and federal law and maintains a staff and administrative offices separate from other city or county offices.

Parks & Recreation Advisory Committee - Regular Meeting Time & Location: Every third Thursday, 5:00 p.m. in the Parks Conference Room on Opera Street. Description: This seven member group provides guidance and oversight in the City's parks and recreation programming, planning and policy development. H.S.C. 11-2-1 describes their duties and responsibilities.

Planning Commission - Regular Meeting Time & Location: Second Thursday of every month, 6:00 p.m., Board Chambers, Municipal Building. Description: The Commission reviews all land development proposals within the City and subdivisions outside the corporate limits to insure compliance with the Zoning Code. Transportation Advisory Committee - Regular Meeting Time & Location: As needed, Transportation Depot, 101 Broadway Terrace or City Hall Board Chambers. Description: This Commission assists the Board of Directors and City staff in the establishment of policies for the City's public transit system as well as public transportation issues of a general nature. H.S.C. 13-2-1 contains the duties and responsibilities of this Commission.
