Hot Springs has a city manager form of government. The seven member Board of Directors is the community's supreme legislative and executive body. It sets policy, approves budget, and adopts ordinances and resolutions. It also appoints a city manager to implement policy, hire and supervise staff, manage all city departments and funds, and run the city's day-to-day operations.
The city is divided into six districts, each represented by a city director elected to a four-year term. The Mayor, elected at-large, represents the city in official functions, presides over Board meetings and acts as liaison to governmental agencies and civic groups. All Board members are non-partisan and may be elected by a plurality vote. The terms of office are staggered whereby three members are elected at the November presidential general election and four at the "off" year November general election. Terms of office begin on January first following election in November.
Regular Board meetings, televised live on Resort TV Cable channel 15 (HSTV-15), are held on the first and third Mondays of each month at 7 p.m. in the Municipal Building, 133 Convention Boulevard.

KENT MYERS was born in Aruba, Netherlands Antilles and grew up in Fort Worth, Texas. He holds a master’s degree in public administration from Texas Christian University and a bachelor of science in criminal justice from the University of Texas at Arlington. Mr. Myers has more than twenty-five years of city management experience, including serving seven years as the first city manager of Converse, Texas, a rapidly growing residential suburb of San Antonio. He came to Hot Springs from the city of Casa Grande, Arizona, a major commercial/industrial area. During his five-year tenure in Casa Grande, he assisted in establishing a new customer services program and attracted several new industries and retail centers. In his 13 ½ years as city manager in Hot Springs, the city has experienced major growth and progress, including the development of several new public buildings, downtown revitalization and major improvements to customer services. Mr. Myers credits the Board of Directors and city employees who work together as a cooperative team to serve the needs of the community.
Mr. Myers serves as treasurer of Recognizing Everyone’s Gifts and Respecting Diversity (REGARD). He is a member of the Southwest Central Solid Waste District Board and past president of the Hot Springs High School Booster Club. He is past president of the Arkansas City Management Association and is a member of the International City Management Association. He currently serves on the Executive Committee of the Arkansas Municipal League. Local community activities include past president of the Oaklawn Rotary Club and membership in the Spa Pacers (running) Club. He is married to Dianne and has two sons--Kyle, who is a recent graduate of the Air Force Academy, and Lance, who is a sophomore at Baylor University.
