Hot Springs voters elect seven citizens to serve on the Board of Directors, one of whom is the Mayor. Our city is divided into six districts, each represented by a City Director. The Mayor represents the entire area of Hot Springs. The Board of Directors meets on the first and third Tuesday of each month at City Hall. Many interested citizens attend and voice their opinions at these meetings. Their participation helps the Directors make decisions that can help Hot Springs to be a better place to live, play and work.
The Board is the supreme legislative and executive branch under the City Manager form of government. As the executive policy-making body, they adopt ordinances and resolutions, approve a budget, and set policies for Hot Springs. They appoint a City Manager who, much like the president of a company, makes sure the city's day-to-day operations run smoothly.

Ruth Carney has been involved in disaster relief efforts, construction, medical and dental teams, schools and orphanages in third world countries. She worked in securities and insurance, coordinated events and conferences and has been a motivational speaker for various groups. Carney has also been involved with cross cultural ministries and translated Spanish for hospitals and clinics, and taught ESL for the Literacy Council of Garland County where she was also a board member. Before becoming a therapeutic foster parent, she was a Court Appointed Special Advocate for abused and neglected children. She is currently on the Executive Board of Garland County CARES and the Board of Trustees at Southern Nazarene University. |

Peggy Maruthur began serving on the city’s Board of Directors in 1994, focusing on public safety issues, basic infrastructure services and beautification. She has lived in a self-renovated historic home in the Park Avenue area since 1977. The renovation of her home led to involvement in neighborhood improvement and the local arts community. She is active in volunteer service and philanthropic projects, including the Park Avenue Community Association. |

Elaine Jones has served on the city’s Board of Directors since 1999. A long-term Hot Springs resident and community leader, she has been active in church and neighborhood activities and is past president of the Webb Center Board of Directors. |

Cynthia Keheley began serving on the city’s Board of Directors in 2009. She holds a record of community service for work on bonds and grants and has held numerous leadership positions in the non-profit sector. As special projects coordinator for the Friends of the Farmers’ Market, she played a pivotal role in securing several grants to build and establish the new farmers’ market pavilion. She is a member of the National Park Rotary Club and a recipient of the Chamber of Commerce 2008 Woman of the Year Community Service Award. |

Pat McCabe, who previously served two terms as city director in the late 1980’s and early 1990’s, returned to the Board in September 2009 to serve the unexpired term of his predecessor. In November 2010, the voters returned him once again to the Board for a full four-year term beginning January 2011. As President and CEO of Levi Hospital since 1987, he brings an extensive business background to the Board. He is a past board member of Leadership Hot Springs, United Way of Garland County, Retirement Development Authority, Main Street Hot Springs and the Hot Springs Documentary Film Institute. Currently, he serves as board member of the Hot Springs YMCA, member and past president of the Hot Springs National Park Downtown Rotary Club, assistant district governor for Rotary District 6170, and as Blue and Gold Officer for the admissions department of the U.S. Naval Academy. He is a 1994 recipient of the Sentinel-Record Reader’s Choice “Man of the Year” Award. |

Karen Garcia volunteers on the Board of Visitors for the Arkansas School of Mathematics, Science, and the Arts. She is also Vice President of the Community Services Organization, secretary of the Hot Springs Sunrise Rotary Club and volunteers on the Garland County Single Parent Scholarship Committee. A 2010 Thelma Bryant Pioneer Award winner, Garcia is a 2010 Inductee to the Henderson State University School of Business Hall of Fame, 2009 Governor’s Volunteer Award winner, and recipient of the 2008 4-H Outstanding Alumni Award. She also recieved the 2008 National Equal Rights Award from Business and Professional Women and was named 2005 Woman of the Year by the Greater Hot Springs Chamber of Commerce. |

Tom Daniel has been on the city board since 2005. He is a downtown business owner and entrepreneur who has held leadership positions with the Downtown Association of Hot Springs, Oaklawn Rotary Club and Greater Hot Springs Chamber of Commerce. His board service to local organizations includes the Hot Springs Advertising & Promotion Commission, Garvan Woodland Gardens, Governor’s Advisory Commission on Hot Springs National Park, and Arkansas Walk of Fame. |
