Assistant City Manager/City Clerk Lance Spicer was recently reappointed to a four-year term by Arkansas Governor Asa Hutchinson to the Arkansas Fire and Police Pension Review Board (PRB). Additionally, Spicer was elected by fellow board members to the position of vice chairman.
Spicer is a current member and immediate past president of the Arkansas City Manager’s Association and also serves on the Arkansas Municipal League’s Large First Class Advisory Council. He began his career with the City of Hot Springs in 2009 as the assistant to the city manager and was promoted to the position of city clerk in 2010. In January 2013, Spicer was appointed assistant city manager. He supervises the Airport, Fleet Service, Information Systems, Intracity Transit, Solid Waste, Planning and Development and Public Information departments and manages other administrative operations within the city. As city clerk, he is responsible for the custody of all laws and ordinances of the city and for keeping a regular and correct journal of the proceedings of the Board of Directors.
Spicer holds a Bachelor of Arts in Economics and Political Science and a Master of Public Administration. He currently serves on the board for the FACES Foundation. He is a member of the International City/County Management Association (ICMA), American Society of Public Administration and Pi Alpha Alpha Public Administration Honor Society.
