HOT SPRINGS -- Hot Springs Mayor Ruth Carney gave a presentation on city government earlier today to 125 fifth graders at Hot Springs Intermediate School. Each student received a copy of the City Services Guide. Carney spoke about the city manager form of government, duties of the mayor, city manager and Board of Directors, services provided by different city departments, and more. She was invited by fifth grade humanities teacher Meridith Armstrong.
